Impact of Trump Administration’s policy shift on immigration is now evident. In the recent statistics made available, US University Admissions have witnessed a dip of 19% in the international student enrolment this year.
Leading the dip are three major countries – namely India, China and Nigeria. As per the Arrival and Departure Information System, ADIS I 94, the number of student visa arrivals from India dipped by 44%. This number was negative 12% for China and 47% for Nigeria.
Notably, the overall number of students these percentages suggest vary. While the number for Nigeria was insignificant, that is not the case for India. For instance, in absolute terms, only about 41,540 Indians entered USA in August 2025 on student visa. This number last year was over 75K.
Similarly, only 86,647 students entered US on student visa this fall, in comparison to close to 100K last August. It is important to mention that the number of ADIS does not distinguish between fresh arrivals from re-entry. However, the overall dip of 19% can be correlated to be due to far lesser number of Indian students travelling to USA for their higher education.

Overall International Student Population Declines
The dip is not merely for incoming students. It is also the overall population of international students in the country. The Fall Snapshot survey released by IIE (Institute of International Education) captured its largest ever response from 825 institutions across US. These institutions include both community colleges as well as some of the top universities in the country.
Most of the respondents agreed that the on-going policy shift and difficulties in visa processing has impacted new student enrolment. Nearly 72% of the respondents also shared that they were offering deferrals to Sprint 2026 and some even to Fall 2026 admissions.
Speaking on the overall impact, the number of overall international students has declined by 1% in USA this year. Of these, the graduate student numbers saw a decline of 12%. Admissions for undergraduate level, however, shows a positive growth of 12%.
Should you be worried?
The impact of Trump’s policy shift towards international students in general is very evident. The uncertainty surrounding H1B visa, the suspension in issuance of F1 visa in June 2025 all have had a negative impact. Continued shift like calls for discontinuing OPT further spurred the sentiment for the worse.
On the positive side, it is too soon to perhaps write off US as a favourite study abroad destination for international students. Indian and Chinese students still make the largest cohort in the international student population.
However, the caution in the wind cannot and should not be ignored. The fact remains that the universities are not confident about visa acceptance. More and more students are reporting random rejection of their F1 visas, which is a matter of both financial as well as emotional concern.
Universities continue to see international students as ‘essential’ to both their financial growth as well as continued cultural id. Many are even pushing for more admissions – especially at undergraduate level. However, visas are controlled by the government and at present, the current administration does not seem inclined. Hence, treading with caution is advised.
